<p class=""><strong>Brazzaville – </strong>Following reports of suspected cases of viral haemorrhagic fever in <a href="https://www.sweetmelodiesfm.com/tanzania-confirms-outbreak-of-marburg-virus-disease/">Tanzania</a>, World Health Organization (WHO) has enhanced its readiness to support the government as it takes measures to investigate and respond swiftly to the situation.</p>



<p class="">The national health authorities have deployed a team of experts to Kagera region, in the north-west of the country, where the suspected cases have been reported. WHO is mobilizing technical expertise and logistical supplies to support these ongoing efforts. Early notification of the outcome of the investigation is crucial in facilitating swift response.</p>



<p class="">“We stand ready to support the government in its efforts to investigate and ensure that measures are in place for an effective and rapid response,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “With the existing national capacities built from response to previous health emergencies, we are able to swiftly scale up efforts to protect communities as well as play our advocacy role for international support and solidarity.”</p>



<p class="">WHO does not recommend any travel and trade restrictions with Tanzania at this time.</p>



<p class="">Tanzania previously reported an outbreak of Marburg in March 2023 – the country’s first – in Kagera region. Strong measures enabled the outbreak to be controlled and declared over in less than two months.</p>



<p class="">Marburg virus disease is highly virulent and causes haemorrhagic fever. It belongs to the same family as the virus that causes Ebola virus disease. Illness caused by Marburg virus begins abruptly. Patients presents with high fever, severe headache and severe malaise. They may develop severe haemorrhagic symptoms within seven days.&nbsp;</p>



<p class="">The virus is transmitted to people from fruit bats and spreads among humans through direct contact with the bodily fluids of infected people, surfaces and materials. Although several promising candidate medical countermeasures are currently undergoing clinical trials, there is no licensed treatment or vaccine for effective management or prevention of Marburg virus disease. However, supportive care – rehydration with oral or intravenous fluids – and treatment of specific symptoms, improve survival.</p>



<p class="">In the African region, previous outbreaks and sporadic cases have been reported in Angola, the Democratic Republic of the Congo, Ghana, Kenya, Equatorial Guinea, Rwanda, South Africa and Uganda.</p>

<p class=""><strong>Two Ugandan men have been detained for allegedly insulting President Yoweri Museveni, First Lady Janet Museveni, and the president&#8217;s son, General Muhoozi Kainerugaba, on TikTok.</strong></p>



<p class="">David Ssengozi, also known as Lucky Choice (21), and Isaiah Ssekagiri (28) appeared before Magistrate Stella Maris Amabilis, who ordered their detention at Kigo Prison until November 13 for an initial court hearing.</p>



<p class="">The two men, along with a third defendant, Julius Tayebwa (19), face charges of hate speech and spreading &#8220;malicious information&#8221; against the president&#8217;s family and musicians associated with the ruling National Resistance Movement (NRM).</p>



<p class="">Prosecutors claim the content they shared on TikTok was intended to &#8220;ridicule, degrade, demean, and promote hostility&#8221; toward the first family and others linked to the NRM.</p>



<p class="">While both Ssengozi and Ssekagiri denied the charges, their detention follows a recent government crackdown on criticism of state officials.</p>



<p class="">In September, a police spokesperson cautioned the public against “abusing” the president, calling it an offense. This follows a similar case in July, when a 24-year-old was sentenced to six years in prison for a TikTok video critical of the president and his family.</p>



<p class="">This incident highlights ongoing criticism of Uganda’s approach to internet freedom and freedom of expression. Rights groups frequently report on the government’s restrictive stance, with the U.S. government recently noting limitations on internet freedom.</p>



<p class="">In 2022, Ugandan author Kakwenza Rukirabashaija fled the country after being detained over Twitter comments about the president and his son, alleging he was tortured in detention.<gwmw style="display:none;"></gwmw><gwmw style="display:none;"></gwmw></p>

<p>According to a report consulted by AFP on Monday, UN experts have determined that the ADF rebels active in the east of the DRC and suspected of carrying out Friday&#8217;s attack on a high school in Uganda were receiving financial support from the Islamic State (ISIS) group and were looking to expand their area of operations.</p>



<p>The ADF (Allied Democratic Forces) are one of the deadliest military organisations sweeping the eastern Democratic Republic of Congo and are suspected of killing thousands of people.</p>



<p>They formerly belonged to Ugandan rebels, the majority of whom were Muslims, who had been operating in the DRC since the 1990s. In 2019, they swore allegiance to ISIS, which takes credit for some of their deeds and refers to them as its &#8220;central African province&#8221; (ISCAP).</p>



<p>Yet up to this point, there was no proof of ISIS paying them.</p>



<p>In its latest report, due to be released this week, the UN panel of experts on the DRC says that the EI has &#8220;provided financial support to the ADF since at least 2019, through a complex financial system involving individuals in several countries on the continent, emanating from Somalia and passing through South Africa, Kenya and Uganda&#8221;.</p>



<p>The experts also state that the ADF have &#8220;sent fighters and/or collaborators on reconnaissance missions in an attempt to extend their area of operations beyond the provinces of North Kivu and Ituri&#8221;.&nbsp;</p>



<p>According to them, &#8220;they have sought to recruit and carry out attacks in Kinshasa&#8221; as well as in the Congolese provinces of Tshopo, Haut-Uélé (north-east) and Sud-Kivu.</p>



<p>Ugandan officials accuse the ADF of carrying out a raid on a Ugandan secondary school near the Congolese border on Friday night, which left at least 41 people dead.</p>



<p>Uganda and the DRC launched a joint offensive in 2021 to drive the ADF out of their Congolese strongholds, but have so far failed to put an end to the group&#8217;s attacks.</p>



<p>The UN experts also devote a large part of their study to Rwanda&#8217;s support for the M23 rebels in North Kivu, which they had already established in previous reports, although Kigali denies this.</p>



<p>They state that they have &#8220;obtained further evidence of direct interventions by the Rwandan Defense Forces (RDF) on DRC territory&#8221; and &#8220;identified several RDF commanders and officials coordinating RDF operations in the DRC&#8221;.</p>



<p>They note that &#8220;the security and humanitarian situation in the provinces of Ituri, North Kivu and South Kivu has continued to deteriorate&#8221;.</p>

<p>A devastated Ugandan community in the country&#8217;s west started burying the dead of a suspected extremist rebel raid. At least 41 individuals were murdered near the DRC border in Mpondwe.</p>



<p>In addition to the 38 pupils, a school guard and three adults were killed. On Sunday, at least two of them, both members of the same family, were buried (June 18).</p>



<p>&#8220;We lost two members of the family. One is still in the hospital after being struck with a hammer to the head, and he was accompanied by a specific youngster.&#8221;</p>



<p>Late Friday, the suspects attacked the boundary of Lhubiriha Secondary School (June 16).</p>



<p>They burnt some victims beyond recognition; others were hacked to death. The attack which left resident terrorized is blamed on the Allied Democratic Forces (ADF) group.</p>



<p>The group rarely claims responsibility for attacks. It has established ties with the Islamic State group.</p>



<p>Atkins Godfrey Katusabe, a local MP, said people were &#8220;psychologically crippled and emotionally bleeding.&#8221;</p>



<p>“The ADF is not interested in capturing power, because this is not Kampala. Power of the government of Uganda resides in Kampala, this is Kasese,&#8221; the lawmaker said.</p>

<p>Ugandan authorities believe at least six students were abducted by the Allied Democratic Forces fighters.&nbsp;</p>



<h2 class="wp-block-heading">A “criminal, desperate, terrorist and futile” attack</h2>



<p>The ADF has been accused of launching many attacks in recent years targeting civilians in remote parts of eastern Congo, including one in March in which 19 people were killed.</p>



<p>The historic coalition of Ugandan rebels&#8217; biggest group comprised Muslims opposed to President Yoweri Museveni, a U.S. security ally who has held power in this East African country since 1986.</p>



<p>Established in eastern DRC in 1995, the ADF became the deadliest of scores of outlawed forces in the troubled region, where thousands of civilians have died.</p>



<p>In President Yoweri Museveni&#8217;s first comment on the incident Sunday, he described the attack as “criminal, desperate, terrorist and futile&#8221;.</p>



<p>Security forces stepped up patrols along the border with volatile eastern DR Congo.</p>



<p><a href="https://www.africanews.com/2021/12/17/uganda-dr-congo-armies-continue-offensive-against-adf-rebels/">In late 2021,&nbsp;Uganda and DR Congo armies launched an offensive against ADF rebels.</a></p>



<p>Uganda&#8217;s deadliest attacked occured in 2010, when 76 people were killed in twin bombings in Kampala by the Somalia-based group Al-Shabaab.</p>

<p>Due to a population growth that increases demand for perceived low-cost plant-based energy sources, particularly charcoal, Uganda has long fought to conserve its forests.</p>



<p>In Africa and Asia, where some African towns rely nearly exclusively on charcoal for cooking, there is a higher reliance on charcoal or firewood, according to a 2018 study by the U.N. Food and Agricultural Organization.</p>



<p>According to the European Space Agency, between 25% and 35% of the greenhouse gas emissions that contribute to global warming are produced by so-called biomass burning, which also includes periodical fires started on purpose to clear land for farming.</p>



<p>Most of those fires occur in tropical regions of Africa.&nbsp;In Uganda, an East African country of 45 million people, charcoal is preferred in households across the income spectrum, but especially in those of the urban poor — seen as ideal in the preparation of certain dishes that require slow cooking.</p>



<p>Middle-class families maintain both gas cookers and charcoal stoves.</p>



<p>The leading supplier of charcoal in the country, northern Uganda, has long been the scene of sustained forest destruction, with local leaders demanding a total ban on commercial production.</p>



<p>Uganda&#8217;s President Yoweri Museveni recently issued an executive order banning the commercial production of charcoal in the area, disrupting a national trade that has long been influenced by cultural sensibilities as much as the seeming abundance of idle land.</p>



<p>It remains to be seen how effective the president’s order will be amid corruption concerns and an inevitable scarcity that&#8217;s bound to make charcoal more expensive.</p>

<p>Charcoal production persists despite the presidential order, as well as an anti-climate change law empowering local authorities to regulate harmful activities.</p>



<p>Days after Museveni’s order, the charcoal-burning enclave in a remote part of Gulu is still active.</p>



<p>A small area of bamboo opens up to an almost bare patch in which trees have been cut, juicy stumps still fresh here and there.</p>



<p>The official, Patiko Sub-County Chairman Patrick Komakech, is agitated and on the verge of tears.</p>



<p>Timber has been heaped like contraband ivory in different spots, and grey smoke rises from one pile being processed.</p>



<p>Beside it stands loaded bags of charcoal. The charcoal makers slept in little tarp tents draped in dry leaves.</p>



<p>&#8220;These people are destroying this environment,&#8221; says Komakech. &#8220;They are not the Indigenous of this place, they are people who are actually imported and put in this community. And they do this thing without the mercy of leaving any vegetation, as you can see.”</p>



<p>He thinks the felled logs are from the African Shea tree, a plant prized by the region’s Acholi people for its tasty fruit as well as the cosmetic oil it gives.</p>



<p>The felling of the Shea tree was one reason cited by the president in banning commercial production of charcoal there.</p>



<p>But the men who do this job say they are simply earning a living.</p>



<p>One asserts that charcoal from northern Uganda is likely used even in the State House.</p>



<p>Some charge that they are cutting the trees with the complicity of landlords, who sell charcoal-making rights by the acre to interested dealers.</p>



<p>“Even those policemen who are coming to beat us, they are cooking with charcoal,” says charcoal burner Peter Ejal.</p>



<p>“We are not here to spoil the environment. We are here by their orders, those people who are selling these trees.&#8221;</p>



<p>An acre of property with plenty of trees goes for up to $150 in Gulu, although the sum can be much smaller in remote but vegetation-rich ranches owned by the poorest families.</p>



<p>The investors then deploy men armed with power saws and machetes, working over specific areas and leaving when they have cut down all the trees they were sold.</p>



<p>The scene can appear incongruously denuded of tree cover when the men are done, left with saplings and shrubs.</p>



<p>Trucks are driven into the bush to take the charcoal away.</p>



<p>“We are not going to stop,” says Deo Ssenyimba, a ragtag charcoal maker, who&#8217;s been active in northern Uganda for 12 years.</p>



<p>“We stop and then we do what? Are we going to steal?”</p>



<p>Ssenyimba says he’s paid about $3 for every bag of charcoal he makes.</p>



<p>In nearby towns, a bag fetches about $14, but the price rises further as the goods approach Kampala, the capital.</p>



<p>Some local activists have formed vigilante groups in districts such as Gulu, where a former lawmaker recently led an attack on a truck that was dispossessed of 380 bags of charcoal.</p>



<p>Although Odonga Otto has since been charged with aggravated robbery, the country’s chief justice has praised the suspect as a hero.</p>



<p>“We decided to make central Uganda lose appetite for Acholi charcoal, this is now where my politics came in. I mobilized all the youths in the region to stop any truck carrying charcoal,&#8221; says former lawmaker Odonga Otto.</p>



<p>District councils in the region raise revenue from licensing and taxes, and some security officials have backed truckers with armed security, according to Museveni and Otto.</p>



<p>Otto has helped impound multiple trucks in recent weeks, including two recently seized ones parked outside a police station where a crowd gathered one recent afternoon, hoping to grab the goods.</p>



<p>Otto says he plans to serve hundreds of local officials with letters of intent to sue for any lapses in protecting the environment.</p>



<p>He says his goal is to make the rest of Uganda “lose appetite” for charcoal from his region.</p>



<p>“We managed to make the business risky. As of now, you drive a hundred kilometres and you will not find any single truck carrying charcoal,&#8221; he says.</p>

<p>Welcoming her Excellency, President Museveni said Uganda has enjoyed a good relationship with Denmark for a long time.</p>
<p>&#8220;Denmark has been our partner in the area of milk production. They gave our government our first 20 milk coolers which we used to encourage people to produce milk for money and not only consumption&#8221;, he said</p>
<p>&#8220;I put the first milk cooler in Rushere which changed people&#8217;s livelihood. Now, there are over 50 of them in just Rushere&#8221;, the President added.</p>
<p>Mr. Museveni also thanked the Danish government for supporting Uganda in managing refugees.</p>

										<content:encoded><![CDATA[<p>President Yoweri Museveni of Uganda has ordered traditional healers to stop treating patients during the existing Ebola outbreak, which has already claimed the lives of 19 individuals there.</p>
<p>Additionally, the president instructed security personnel to detain anyone who refuses to enter isolation after being suspected of harboring the virus.</p>
<p>He instructed herbalists and traditional healers not to treat those who were thought to be sick with the viral hemorrhagic fever in a televised address to the nation, during which he shifted to the widely spoken Luganda language to address them directly.</p>
<p>It comes after the passing of a 45-year-old man who was reported as having been exposed to the Ebola virus by medical personnel.</p>
<p>The man, who passed away in a Kampala, Uganda, hospital, had left his village in Mubende district, the outbreak’s epicentre.</p>

<p data-reactid=".15mf5bplpiw.1.0.1.1.1.1:$post-63478b337fa0fa0b98f06959.0.6.0.0:$post_7">Some of the man’s family members have been put under quarantine, while others have gone into hiding. The president urged them to report to health facilities.</p>
<p data-reactid=".15mf5bplpiw.1.0.1.1.1.1:$post-63478b337fa0fa0b98f06959.0.6.0.0:$post_8">Although Mr Museveni said there were currently no confirmed cases of Ebola in Kampala, he warned the public to continue being vigilant, assuring that health workers would bring the outbreak under control.</p>
<p data-reactid=".15mf5bplpiw.1.0.1.1.1.1:$post-63478b337fa0fa0b98f06959.0.6.0.0:$post_9">It has been almost a month since Uganda confirmed the outbreak of the Sudan strain of Ebola, which has now spread to five districts.</p>

										<content:encoded><![CDATA[<p>According to a report issued on Wednesday by two environmental NGOs, a contentious project between the National Offshore Oil Corporation of China and the French oil company TotalEnergies may inflict harm that is &#8220;unacceptable&#8221; (CNOOC).</p>
<p>In order to develop Ugandan oilfields and transport petroleum through a 1,445-kilometer pipeline to Tanga, Tanzania&#8217;s Indian Ocean port, the two businesses struck a $10 billion agreement earlier this year.</p>
<p>&#8220;In actuality, we&#8217;re referring to a pipeline that will be more than 1,400 kilometers long. The project&#8217;s proponents also bragged that it would be the world&#8217;s longest heated pipeline. Why get hot? The oil in Uganda is too thick, so they need to heat it to liquefy it and make it go, therefore it will be heated to 50 degrees.</p>
<p>The <strong>report</strong> said the pipeline would emit &#8220;up to 34 million tonnes of <strong>CO2</strong> per year into the atmosphere &#8212; far more than the combined greenhouse gas emissions of Uganda and Tanzania&#8221;.</p>
<p>The NGO&#8217;s accuse the oil companies of not putting in place adequate measures to <strong>safeguard</strong> communities and the environment.</p>
<p>&#8220;Lake Victoria, but also Lake Albert, where the oil drilling is going to take place, are sources of the Nile, so the impacts go far beyond Uganda and Tanzania. And unfortunately, what the experts who have studied Total&#8217;s social and environmental impact studies tell us is that there will definitely be leaks. Moreover, Total has not yet put in place adequate measures to prevent these leaks&#8221;, said the activist.</p>
<p>Reacting to the report, <strong>TotalEnergies</strong> said it would &#8220;do everything possible to make it an <strong>exemplary</strong> project in terms of transparency, shared prosperity, economic and social progress, sustainable development, environmental awareness and respect for human rights&#8221;.</p>
<p>The <strong>European Parliament</strong> has already passed a resolution saying that more than <strong>100,000</strong> people were at risk of being displaced by the pipeline and called for them to be adequately compensated.</p>

										<content:encoded><![CDATA[<p><strong>President Yoweri Museveni of Uganda has urged African political leaders and the African people in general to shun the politics of identity that characterized most of the post-independence Africa.</strong></p>
<p>He said politics of identity that was mostly based on tribes and religions were counterproductive, diversionary, and led to the emergency of many failed states in post-independence Africa.</p>
<p>President Museveni stated on Monday at Addis-Ababa, Ethiopian in an addressed to mark the inauguration of Ethiopian Prime Minister Abiy Ahmed for a new five-year term, which has been made available to the Ghana News Agency in Tema, through Ms Catherine Ageno, a Uganda Communication Officer.</p>
<p>The inauguration was climaxed with a mammoth rally of Ethiopian people that was also attended by many other African leaders.</p>
<p>The Uganda President who made the opening remarks for the Heads of States and Government, said as an observer of African politics for the last 60 years, “I have identified politics of identity especially of tribes and religions as one that greatly affected democratic and political progress of many African countries.</p>

<p>He called upon the people of Ethiopia and the African continent in general to do away with politics of identity and focus on politics of interest and support leaders based on their political agenda as opposed to their tribes or religious affiliations.</p>
<p>“I have been observing and participating in African politics for 60 years and politics of identity especially of tribes and religions have caused many problems to many African countries including Uganda.</p>
<p>“Uganda just came up after we had shunned politics of identity and substituted it with politics of interest and I would encourage Ethiopians to always remember that,” President Museveni said.</p>
<p>President Museveni commended the people of Ethiopia for conducting a credible democratic election and congratulated Prime Minister Abiy Ahmed for being given the new five-year mandate to serve his people and country.</p>
<p>Prime Minister Abiy Ahmed promised to work and bring about total peace for all Ethiopians especially by ending the war in the Tigray region, which he said had made Ethiopia pay a “heavy price”.</p>
<p>He pledged to work with all peace-loving Ethiopian to bring about peace and prosperity for all Ethiopians.</p>
<p>Prime Minister Abiy Ahmed had earlier in the morning taken the oath of office at Parliament administered by the Supreme Court Chief justice Meaza Ashenafi.</p>
<p>The inauguration ceremony was also attended and addressed by Presidents of Nigeria, Senegal, Kenya, Somalia, Djibouti and South Sudan as well as delegations from several African countries and representatives of the international community.</p>

<div>But today, exactly 35 years later, Museveni has become who he once abhorred. The 76-year-old is one of the continent’s longest serving heads of state, and is standing to be re-elected for yet another five-year term.</div>
<div>&nbsp;</div>
<div>Born in 1944 to pastoralists in south-western Uganda, Museveni became interested in politics as a teenager. He studied political science and economics in neighbouring Tanzania, where he led a student union, joined pan-African liberation movements and is said to have adopted Marxist ideas.</div>
<div>&nbsp;</div>
<div>As the leader of the left-leaning Ugandan rebel group Front for National Salvation (FRONASA), Museveni fought alongside Tanzanian forces against Ugandan dictator Idi Amin, until Amin was overthrown in 1979.</div>
<div>&nbsp;</div>
<div>Milton Obote was elected president a year later, but Museveni and his camp claimed the polls had been rigged and began yet another guerilla war, which eventually led to a military coup that deposed of Obote in 1985.</div>
<div>&nbsp;</div>
<div>After several months of near chaos, Museveni’s rebel group seized control of the country.</div>
<div>&nbsp;</div>
<div>Museveni was sworn in as president with the promise of security, human rights and turning the East African nation into a democracy.</div>
<div>&nbsp;</div>
<div>One of Museveni’s first actions, however, was to suspend multi-party rule, arguing political parties caused division during a time when Uganda needed unity. Museveni pledged to stand down after four years, but never did.</div>
<div>&nbsp;</div>
<div>When Uganda eventually held its first multi-party election in 1996, Museveni was confirmed as president.</div>
<div>&nbsp;</div>
<div>Opposition has since then been systematically stifled in Uganda, and anti-government protests have been swiftly suppressed, often by force.</div>
<div>&nbsp;</div>
<div>In 2005, Museveni changed the constitution to remove presidential term limits and a few years later also a removed the presidential age limit of 75 years &#8211; paving the way for his candidacy in the January 14 elections.</div>
<div>&nbsp;</div>
<div>The ruling National Resistance Movement and security forces have been working hard over the past months to ensure yet another electoral victory for Museveni.</div>
<div>&nbsp;</div>
<div>Opposition rallies and campaigns have been curtailed violently, especially those of Museveni’s fiercest rival, singer-turned-politician Robert Kyagulanyi, popularly known as Bobi Wine.</div>
<div>&nbsp;</div>
<div>Ugandans anticipate that Museveni will do his best to rig Thursday&#8217;s poll in his favour. If he loses the election nonetheless, Museveni is expected to contest the result.</div>
