										<content:encoded><![CDATA[<p><strong>Ahead of the State of the Nation address today, Wednesday, March 30, 2022, the National Association of Graduate Teachers (NAGRAT), has said it is hoping for a salary increase announcement from the President.</strong></p>
<p>Speaking to Citi News, the President of NAGRAT, Angel Carbonu, explained that considering the economy, social, and worsening economic conditions, some relief is in order.</p>
<p>“Recognising that the economy is in dire straits and the hardest hit are public sector workers, I am expecting the President to acknowledge that fact and make that concession to the workers of this country.”</p>
<p>“I am expecting a grand principle to be announced that as we move forward, the president will give some cola of 15 percent to workers to mitigate their financial situation. I am expecting that strongly,” Mr. Carbonu said.</p>

<p>President Akufo-Addo’s  State of the Nation address will come as the country contends with rising inflation, high fuel prices and general high cost of living.</p>
<p>Diesel is currently selling between GH¢10 and GH¢11 per litre, while the price of petrol has crossed the GH¢9 mark.</p>
<p>The year-on-year Producer Price Inflation for all industries for the first month of 2022 rose to 15.6 percent, up from the 14.7 percent recorded in December 2021.</p>
<p>The Fair Wages and Salaries Commission has indicated that there will be a review of the salary structure.</p>

										<content:encoded><![CDATA[<p><strong>The National Association of Graduate Teachers (NAGRAT), and the Coalition of Concerned Teachers (CCT), have intimated that any further delay in the payment of salaries of its members for the month of February will put a huge financial burden on their members.</strong></p>
<p>According to the President of NAGRAT, Angel Carbonu, the government is yet to salaries for the month of February.</p>
<p>This is in spite of the fact that the government had scheduled to pay February salaries by the 25th of this month. There’s anxiety among many public sector workers over the delay, particularly at a time when the government is said to be struggling with its finances.</p>
<p>Speaking at a press conference in Accra today, Tuesday, the President of NAGRAT, Angel Carbonu, questioned the delay and asked the government to come clean on plans to remedy the situation.</p>

<p>‘“We would have expected that even without prompting from the leadership of the various workers’ unions, the government itself would have initiated some great news to lessen the effect of this economic hardship on the Ghanaian worker, especially when there have not been any upward adjustments.”</p>
<p>Defending why the unions boycotted the labour conference despite an invitation from the government, Angel Carbonu noted that the forum was not the appropriate platform to address the myriad of unresolved issues they have tabled before the government.</p>
<p>“We do not see the need to attend a Labour conference that does not alleviate our plight in any way.”</p>
<p><strong>Gov’t may not be able to pay salaries from next 3 months – Bagbin cautions</strong></p>
<p>The Speaker of Parliament, Alban Bagbin, recently disclosed that government may not be able to pay salaries for the next three months. Making the revelation on the floor of the Parliament, the Speaker called on MPs to show leadership in these difficult times.”</p>
<p>“This is not to discourage the committee from doing their work. If something is not done within the next three months, the government may not be able to pay salaries.”</p>
<p>But a Deputy Minister for Finance, Dr. John Kumah, has debunked the Speaker of Parliament’s assertion that government may not be able to honor its salary obligations from the next three months.</p>

										<content:encoded><![CDATA[<p><strong>Mr Angel Carbonu, President of the National Association of Graduate Teachers (NAGRAT), has called on the Government to make known the amount of money allotted for the Free Senior High School programme next year.</strong></p>
<div id="0.8266782467435425" class="kMultiLine">He said the Government in the 2022 Budget Statement and Economic Policy to Parliament, did not state “clearly” the amount of money it would use to run the programme and said it was of interest to stakeholders.<br id="0.9935764934553208" /><br id="0.7087374444052941" /></div>
<div id="0.13298564089867515" class="kMultiLine">Mr Carbonu, in an interview with the Ghana News Agency (GNA) on the 2022 Budget Statement and Economic Policy, said the Free SHS programme was a major government policy for, which reason the citizenry must know its budget and government’s commitment to its continuous effective implementation.<br id="0.07261246719731185" /><br id="0.03935399398120776" /></div>

<div id="0.33143203746402383" class="kMultiLine">Mr Carbonu said the current economic realities had eroded the value of the percentage increase of public sector workers and said NAGRAT together with other public sector labour unions would go back to the negotiation table on the percentage of their salary increment.<br id="0.9384211444086112" /><br id="0.7712496973475162" /></div>

<div id="0.8311494248634785" class="kMultiLine">The Free Senior High School (FSHS) education policy is a government initiative introduced in September 2017 to provide education at the SHS free for students.<br id="0.6373426067686399" /><br id="0.8408195529211708" /></div>
<div id="0.6015458022771738" class="kMultiLine">Under the policy, every child in Ghana who qualifies for, and is placed in a public Senior High School for his secondary education will have their fees absorbed by the government.<br id="0.8911635479352678" /><br id="0.5085693597430607" /></div>

										<content:encoded><![CDATA[<div>A High Court in Accra has dismissed the suit of 92 head teachers of some basic schools in the Ga West and North Municipalities who were demoted and transferred by the Ghana Education Service (GES) for charging unapproved fees.</div>
<div>&nbsp;</div>
<div>Mrs. Justice Jennifer Abena Dadzie ruled that the Head teachers had not exhausted all their internal mechanism in addressing their issues.</div>
<div>&nbsp;</div>
<div>According to the court their salaries had not been reduced even though they were demoted.</div>
<div>&nbsp;</div>
<div>The court held that, the decision of the GES to advertise their positions and also to instruct the applicants not to reapply was well positioned within the mandate of the Service.</div>
<div>&nbsp;</div>
<div>The 92 Head teachers in the Greater Accra Region were contesting their demotion and transferred by the Ghana Education Service after they had charged unapproved examination fees.</div>
<div>&nbsp;</div>
<div>The Head teachers in their suit contended that their removal by the GES was wrong because they were not given a hearing, hence prayed the court to order their reinstatement.</div>
<div>&nbsp;</div>
<div>The Head teachers reportedly did not obey the GES’ directive not to take monies from pupils as printing fees for their third term examination.</div>
<div>&nbsp;</div>
<div>In defence of the action of the Head teachers, the Zonal Chairman of the National Association of Graduate Teachers (NAGRAT) in Ga West, Richard Kwashie Kovey, said the Head teachers were forced to make the decision because funds for the examination delayed in arriving.</div>
<div>&nbsp;</div>
<div>According to the Head teachers in July 2019, they did follow the practice of charging their pupils some monies to procure printing examination papers and other examination materials.</div>
<div>&nbsp;</div>
<div>They held that it was during that period that their attention was drawn to the fact that the Director General of the Service had previously issued a notice warning the Head teachers of all public basic schools to desist from charging such sums.</div>
<div>&nbsp;</div>
<div>Not quite long, letters were written to them summarily demoting them from Head teachers’ position to regular classroom teaching positions and arbitrarily transferring them to different schools in different locations although they had refunded the monies collected. &nbsp;</div>
<div>&nbsp;</div>
<div>The Ghana Education Service in their affidavit in opposition stated that “No formal disciplinary action has been taken against the offending head teachers.”</div>
<div>&nbsp;</div>
<div>The GES held that the head teacher position was only a “privilege” and not a promotion, adding that the decision to repost them to the classroom was not a demotion, since their rank and salaries were not affected.</div>
<div>&nbsp;</div>
<div>Additionally, the GES held that the reposting of the head teachers was done in accordance with due process and the condition of service of the Service.</div>
