<p>The comments come after President Nana Addo Dankwa Akufo-Addo instructed Metropolitan, Municipal, and District Assemblies in the Greater Accra Region to demolish all structures in waterways in a bid to end flooding.</p>
<p>In an interview with Citi News, the President of the Institute, Mohammed Alhassan Damba, said the modalities of the directive ought to be made public.</p>

<p>“Clearing buildings on waterways will significantly reduce the incidence of floods. What we are unsure of, however, is the modalities for this. There are standards for reservations on waterways that are contained in our plan. They can go with that and clear the structures.”</p>
<p>“We also have flood cycles that come about every 5 to 20 years. We have to be clear about what module we are going with. If we are going with a higher flood return period of say 10 years flood cycle, we may find ourselves demolishing too many structures.”</p>
<p>The onset of the rainy season has seen many parts of Accra inundated, with several homes counting their losses after floodwaters destroyed a number of properties.</p>
<p>Heavy rains, which started late Monday evening through Tuesday morning, submerged parts of the capital city.</p>
<p>This came after most parts of Accra got flooded after close to a 10-hour downpour last Saturday.</p>
<p>Residents in hard-hit areas had to abandon their homes to seek shelter elsewhere because the floodwaters entered their rooms.</p>

<p>Several hours of downpours in Accra last Saturday and Monday submerged parts of the capital city, destroying property and roads.</p>
<p>There have been efforts to address flooding in the major drains at Circle and Alajo permanently, but the drains get chocked again after they are dredged.</p>
<p>The Accra Mayor believes the fight against perennial flooding can only be won with a concerted effort.</p>

<p>“Let’s consolidate government’s efforts by being responsible, we can’t for instance continue to dump refuse into drains. We can’t fight flooding with this attitude.”</p>

										<content:encoded><![CDATA[<p><strong>The Member of Parliament for Ablekuma South, Alfred Oko Vanderpuije, singled out Accra’s problem with flooding as a key area for the Accra Mayor nominee, Elizabeth Sackey, to address, if she is confirmed.</strong></p>
<p>Speaking to Citi News, Mr. Vanderpuije, a former Mayor himself, said the flooding problem is a leadership test.</p>
<p>“We need to put our hands around immediately, and we need to show leadership in that area,” he said.</p>
<p>“Look at the congestion within the city when it rains. This past Friday was an example. You can tell there was no leadership in the city. The whole city came to a halt.”</p>
<p>Mr. Vanderpuije further recalled that he had had to direct traffic because of the disruption caused by rain.</p>

<p>In addition to the flooding challenge, the former mayor also noted that collaboration with the Greater Regional Minister would also be important in addition to addressing revenue generation gaps in the assembly.</p>
<p>Elizabeth Sackey will have to be confirmed by members of the Accra Metropolitan Assembly before she takes office.</p>
<p>This would also make her the first woman mayor of Accra.</p>
<p>Mr. Vanderpuije was hopeful the confirmation process will be smooth.</p>
<p>“I’m looking forward to her standing up to the challenges and working hard, so we can move Accra in the right direction,” he said.</p>
<p>Elizabeth Sackey will be replacing Mohammed Nii Adjei Sowah, who is currently the acting Mayor of Accra.</p>

<p>Typhoon In-Fa, which is currently approaching China&#8217;s east coast and is also affecting the weather deeper inland, is responsible for the torrential rainfall.</p>



<p>The storm is moving north-west at about 15 kilometres per hour and gaining strength. In-Fa, the sixth typhoon this year, is expected to make landfall on the coast of Zhejiang and Fujian provinces on Sunday.</p>



<p>The 9-million metropolis of Zhengzhou was devastated by floodwaters on Tuesday. Some of the multi-lane roads had turned into raging rivers, with cars floating in the torrents.</p>



<p>The water masses also flooded the underground rail system, where hundreds of people were temporarily trapped in trains and in tunnels.</p>

										<content:encoded><![CDATA[<h3>A Ghanaian company, Dredge Masters Ghana Limited, in collaboration with the Ministry of Works and Housing, has introduced the latest dredging technology to help reduce the perennial flooding situation in Accra.</h3>
<p>The dredgers, known as the Amphibious Dredgers Water Master Classic V, are specially built for shallow dredging.</p>
<p>Apart from dredging, the two machines can also perform multiple functions such as hammering, piling, raking and excavating, tasks that would have required separate machines to undertake.</p>
<p>The machines reach 900 cubic metres per hour pumping output, 50 per cent more efficient than the previous technology.</p>
<p><b>Flooding</b></p>
<p>At the commissioning ceremony of the two dredgers, the Minister of Works and Housing, Mr Samuel Atta Akyea, commended the Zoomlion Group, the parent company of Dredge Masters, for continuously working to ensure decent environment for the country even though the government owed it for unpaid works.</p>
<p>He said the company came to the rescue of the ministry at a time it was battling with the Accra sewage project and had since been dredging the Korle Lagoon and the Odaw River, a task he said would allow for the free flow of rainwater and prevent floods in the city.</p>
<p>Mr Atta Akyea announced that Cabinet had approved a $200-million World Bank facility which would be used to help solve the Odaw challenges and described it as “a major relief to the country”.</p>
<p>In 2018, he said, the highest financial injection from the government went into desilting to help contain the flooding situation in the country, with an extra budget allocation of GH¢200 million.</p>
<p>&#8220;It’s sad that huge sums of money are spent on this challenge because of our culture of waste management. Some people have been emboldened to throw every waste they hate into open drain,&#8221; he said.</p>
<p>The ministry, Mr Atta Akyea said, was advocating a subterranean drainage system to replace the existing open drain system, which allowed people to dump waste in the drains.</p>
<p>Though it would be capital intensive, he said the government might consider going to the capital market to raise funds for that.</p>
<p>&#8220;What is filthy should not be seen. But the thing is we get money to desilt the drains and people dump waste, they get choked, we get money again, desilt, and people fill the drains again and it goes on. We should bring this to an end if we go subterranean,&#8221; he said.</p>
<p><b>Dredge Masters</b></p>
<p>The Managing Director of Dredge Masters, Mr Captain Khan, said the amphibious dredgers used the latest generation of cutting-edge technology, good for shallow water dredging.</p>
<p>&#8220;It is six machines combined into one, which is very versatile for shallow water dredging,” he said.</p>
<p>Mr Khan said the company had acquired the latest dredgers to augment the company&#8217;s capacity to control floods and ultimately save lives lost to floods.</p>
<p>Dredge Masters, he said, was established in 2015 after the unfortunate twin disaster incident of June 3 which resulted in the loss of more than 120 lives.</p>
<p>The company, he said, offered sustainable and environmentally friendly solutions for flood control, urbain drainage, in-land dredging and coastal defence solution.</p>
<p>Flooding, he said, was a natural phenomenon and appealed to the public, especially people who lived close to water bodies, to desist from dumping waste in them.</p>
<p><b>Resilient city</b></p>
<p>The Metropolitan Chief Executive of the Accra Metropolitan Assembly, Mr Mohammed Adlei Sowah, said the work of the Dredge Masters was part of the programme to keep the city clean and resilient.</p>
<p>He observed that although it had been raining for days in the city of late, there had not been any record of floods for the past two months because of the continuous dredging of the Korle Lagoon.</p>
<p>Also, he said, the city authorities had been working on preventing solid waste from entering the Korle Lagoon and had also provided bins in homes and encouraged informal sector waste collectors and big companies to collect waste and deposit at designated points.</p>
